This is why I prefer auction... you have the ability to get all of the players you 'target' [ie, if you want them enough to pay for them, you can get them] instead of being stuck because you're out of position to draft someone.

Its like when Asher said he say Iggy as a 3rd rounder-- Assuming I agreed with that assessment picking him in my first two picks was the ONLY way to get him (unless you assume he would have made it to the 4th round-- an assumption that is completely unfounded)

While I think drafts are as fair as they can be, I have no doubt that auctions are fairer-- you never say "arrghh I wanted that guy but there was no way I could have picked him 22 picks ago" -- you want a guy, you pay for him

Pareto efficient result

The only way you could improve the draft would be to do something like:
You get 500 points to bid. Each round you allocate a number of points. Whomever allocated the most points each round gets the first pick that round, etc. You could do it on a round-by-round basis [to reap the largest efficiency] or all at once, or anywhere in between. It matches the efficiency of auction with the offline ability of a draft. [I'd say that you should do 2 rounds at a time, and require 'bids' to be placed by the start of the second round of each pair.] You'd still have some issues in terms of balance, but it would be a bit more fair than the current slotting.
