Not a single ACC team was truly dreadful this year. Even Duke wasn't too bad.
All played tough schedules.
I came upon a barroom full of bad Salon pictures in which men with hats on the backs of their heads were wolfing food from a counter. It was the institution of the "free lunch" I had struck. You paid for a drink and got as much as you wanted to eat. For something less than a rupee a day a man can feed himself sumptuously in San Francisco, even though he be a bankrupt. Remember this if ever you are stranded in these parts. ~ Rudyard Kipling, 1891
Yes, but again, consider their strength of schedule. When Georgia Tech, BC, and VA Tech are the cream of conference play, of course you're not gonna look too bad. After all, both BC and Va Tech ended with 4 losses, right? That puts them maybe on par with LSU or Kansas, but not with Florida, Alabama, Texas, OU, Tech, or Oklahoma St.
I'm surprised you mentioned the strength of schedule. The ACC teams by far had the toughest schedules.
3 of the toughest 4 schedules were played by ACC teams. 6 of the toughest 10.

Only when you consider team with equal records to be equal teams. Duke vs. BC is not the same as Duke vs. OU. Not that BC and OU have equal records, but you get the point.

No, the strength of schedule takes into account the strength of the opponent and the location of the game.

Let's put it in these terms...the top 4 teams of the ACC finished 5-3 in conference play (BC, Va Tech, Florida St, and Georgia Tech). I believe that VA Tech is the only team that ended up ranked, and that only because they upset BC.
Contrast that to the Big 12. OU, Texas, and Tech were all 7-1 in conference play (and 11-1/12-1 overall, compared to 9-4 being the best overall ACC record), and Mizzou, Nebraska, and Oklahoma State were all 5-3. Remember, though, that Mizzou was 9-4 overall, Oklahoma St was 9-3, and Nebraska was 8-4. This means that 5 Big 12 teams had better overall records than any ACC team. Also, does anyone really think that Mizzou or Oklahoma St would have had 3/4 losses if they didn't both have to play Tech, OU, and Texas, which are inarguably 3 of the top 10 teams in the nation?
Oh, and in the final BCS standings, OU, Texas, Tech, Oklahoma State, and Mizzou all ended up ranked (#s 1, 3, 7, 13, and 21 respectively). In the ACC, Va Tech ended up 19th and BC ended up 24th.
If these teams were truly as good as the Big 12, surely they would have been ranked as such by the computers and the voters, right?
I'm not entirely judging it based on that. I think that any of the 2nd tier Big 12 teams (Nebraska, Kansas, Mizzou, and maybe a couple others) could beat any of the top tier ACC teams.
Also, I'm pointing out that no one in the ACC really stood out. There were a bunch of OK, mediocre teams, but no championship or even BCS contenders. Throughout the season the Big 12 had Texas, Tech, OU, Oklahoma St, and Mizzou all contending, and the SEC had Alabama, Florida, LSU, and Georgia all contending for BCS bids.

The Big XII also has fairly impressive SOS numbers. The SEC, though, doesn't.

By a score of 35-30. A Big 12 team that sucked compared to the top tier teams of the Big 12 gave the eventual ACC champion a run for it's money. That's exactly my point.
The point is depth. In that the 9th place team in the ACC (Clemson, I believe, or Miami) could probably beat one of the 2nd tier Big XII teams.

Nebraska played Texas Tech closer than it played VT. I suppose that means Virginia Tech is better than Texas Tech...
