Yeah, that rule has bothered me for a long time. I wonder if Al Davis getting screwed by it will cause it to finally change
They should change the rule to "The defensive team may take a time out at any time while there is a dead ball, except when the offensive team is preparing to snap the ball and has been at least 5 seconds after the initial dead ball moment, a snap that takes place before the head referee calls timeout shall count."

Terrell Owens, after he scored, went behind the goal post, put the ball up to his eye and pointed it at the Miami bench while reeling his hand, obviously mocking the Patriots.
Not on of the announcers Kenny Albert, Darryl Johnston or Tony Siragusa knew what he was doing.
I thought it was pretty funny, you could see Owens looking around like he's trying to film covertly.

Well, I think a better rule is that if a ball is snapped before the Time Out is seen (or heard, whether by yelling or whistle) by the head referee... and he doesn't blow the play dead, it doesn't count.
That changed the game, quite literally, as the Broncs won after they got the ball, marched down the field, and had Elam kick the game winner.
