It's more likely that Morocco just stopped doing controls on their side to pressure Spain over their thawing of relations with Algeria, is not the first time this happens.

I don't know much about the civil war though, we don't see post-independence Spanish history at school, and what I read about the civil war after that was relatively shallow.
