Tritium, the isotope that makes fusion bombs possible, has a half life that renders it unusable for nukes in 5-10 years. Guess what? It's hidden behind a lot of components, making it very hard to access and check. It costs one hundred thousand dollars a shot to replace. That's just the tritium; then there's the fission bomb that triggers the tritium, which has it's own half-life issues, the shaped charges that need to be inspected and replaced, and all the electronics that need to be replaced regularly because nothing screws them up quite like hard ionizing radiation. That doesn't even consider maintenance and replacement of the delivery vehicles. The United States spends fifty billion dollars EVERY year just to maintain its stockpile. The Russians claim a stockpile that's 20% larger, and they spend sixty billion dollars per year...on their ENTIRE military.
