That doesn't even consider maintenance and replacement of the delivery vehicles. The United States spends fifty billion dollars EVERY year just to maintain its stockpile. The Russians claim a stockpile that's 20% larger, and they spend sixty billion dollars per year...on their ENTIRE military.

And sheer numbers means nothing, purchasing per parity does. Everything is much cheaper in Russia, 5-10 times cheaper compared to USA.​
