Back to the rights of disabled people.

I am disabled now and still alive only because I drink 6 pills at the morning and 5 pills at the evening.11 pills per day. One third of those pills are extremely expensive, but as a disabled person, I get them for free every month.

Also, I have told you earlier, I pay for communal services for my 80 square meters appartments (water, heating, electricity, gas, garbage disposal, cleaning of backyard and space between the floor - everything) about 50 USD a month.
But as a disabled person, I actually pay only a half of that, because every month the state returns a half of my communal payments back to my card.

Back to the rights of pregnant and family support.

I addition to 3 years of paid vacation, I have mentioned before, every Russian woman, who birth his first child immidiently recieves a one time payment of 7 170 USD. When she born her second, she gets 9 477 USD (once again, multiply that sum to 3 or 5 the get the real Euro or American equivalent).
When she born her third child and more, her family receives a special status, which means additional subsidies for every child (untill he reaches the age of 18) and granting of free land and some other benefits.

Your 10.4% number is either Russian state misinformation or a deliberate lie on your part. As of 2022, tertiary degrees are held by 50% of Americans and 56% of Russians according to Statista: https://www.statista.com/statistics/...nt-by-country/ .
You're like Trump -- even when there's no need to lie, you seem to enjoy doing so.

Back to the Russian high education,
Not only the higher education is free, but:

The payment for living at Univercity's campus is free of charge too (in my time that was a four persons per room with one TV, refrigirator, washstand, while WC, shower and kitchen being communal and two per floor, though I guess conditions depend on the Univercity or colledge). Still living there is free of charge, and free of any communal payments like heating, electricity, gas and water.
Moreover, every Russian student recieves a stipend (a grant), like a salary. If you are dumb enough and recieve some C-grades, it's pretty minimal, just to let you more or less to survive for a month, but if you are doing without any "C" for a two years and pass your exams with only "A" and "B" you have a Presinebtial grant of something like 900 USD a month (while you have a free living place, free medicine and don't have to pay for electricity or something and your average food consumption per day equals to 4-7 USD).
There also other grants for like Federal grants and Governor's grant you can recieve if you are learning good, without a "C"-grades. So, if you are doing good with your education you can make 1000-1300 USD a month, while most of expenses are free for you. And basically after deduction of food price for a month you will have a 1000 USD to spend as you like, and keep in mind than not only a food, but everything else is several times cheaper in Russia. So, 1000 USD in America or in Germany it's like a 4000-7000
USD in Russia. There is such thing as PPP (purchasing per parity), you know.
