The changing Civ mechanic makes me think of History of the World (board game). Albeit I never actually played it, so no idea if was good or not.

It wasn't nearly as good as the classic board game (one of the best board games of all time if you have plenty of friends and a day to spare). It was entertaining the couple of times I played (during a period in time where I played games once or twice a month).

It's a different sale, the turn-based sale that just started is for turn-based RPGs (though somewhat loosely defined) and continues until the 7th. Old World is 50% off as part of the Hooded Horse publisher sale, and we're 50% off until the 10th.
