I vote above ground. I explored NYC by bicycle in 2022, Manhattan (starting in Inwood and Washington Heights, all the way down the west side, then up the east side a bit) and across into Brooklyn. I saw one homeless guy the whole time, and no one behaving strangely. The trash on the curbs waiting for pickup was a bit odd, but that's just a quirk of the city.
I don't doubt that quite a few areas were dangerous in the '70s when Live and Let Die was filmed, and I'm sure you could find a high crime neighborhood if you intentionally sought one out. But for anywhere that a tourist is likely to go? It may well be the safest-feeling big city I've visited. Lots of people out and about too, even as the sun was setting.
I'd also recommend above ground as it gives you a better sense of where you are and the scale of the city. On my previous visit circa 2010, I took the subway, and just emerging from the subway at the highlights, I didn't get nearly as good of a sense of the city as when I could see where I was traveling.
