Russia simply does not have the manpower to actually occupy Ukraine long-term. Their initial plan of a lightning decapitation strike depended on everything going right AND the Ukrainians being complacent about it, and was therefore stupid. Now Putin is locked into invading and occupying so as not to admit error. Nuking would accomplish no strategic objective I can think of and would make Russia a pariah with the entire world instead of just the West as it is now. Also, escalation.
