Technically true - russian soldiers that attacked the Ukraine are paid for what they are doing, but russians have received false conscription notices, when they meet up, they are told they are fake and instead are offered contracts to join the army - if they sign, they are without training sent to the front line. Add to that , russia is the only part that uses mercenaries to do things that even russian soldiers wont do.

What is really hilarious is that Ukraine apparently has mobilized all between 18 and 60 - that would mean that they would have an army of some 10-15 million which the don't - three waves of calling in people matches fine with training people in facilities - that's the real problem for the russian "conscripts" - they meet well trained adversaries and die
