My understanding is that the answers to your questions are yes and no, respectively.
Neither are relevant because Biden was just applying the same pressure as the EU diplomats were applying.

The disillusionment that Jan6 insurrectionists (and their Trump tourist cover band) are feeling after their failed coup at the US Capitol must be mind-blowing. Tons of cognitive dissonance coming home to roost. So sad to see so many deluded StealStoppers and QAnoners losing their jobs for no damned reason. We've now seen at least 2 suicides in the wake of the event. Seriously sad. All unnecessary, and the blame must be laid squarely on the shoulders of Trump and his enablers (not that he would ever accept responsibility).
Maybe some of them will start to realize how they've been lied to about the election for over two months.
Maybe they will then look at all the other lies those same people have been feeding them.
Maybe they will return to the real world.

I agree that we (other than Trump) and our European allies wanted Ukraine to be more European and less Russian. I don't see anything especially nefarious about that, it is just geopolitics. Biden's action (the prosecutor fired) was to do this, but Trump's desired action (Ukraine claiming that Biden was being investigated for corruption) would have been about Biden's candidacy and Trump's re-election and not directly about Ukrainian-Russian relations. The Trump call was not a problem because it didn't put a wedge between Ukraine and Russia, rather it was because it was trying to use the power of the US to influence a foreign power to influence our election against Trump's opponent (who is now the President elect and who will be president in less than a week).

The Atlantic Council (ever hear of them?) was one of those western organizations smearing Shokin as corrupt. They took $$$ from Burisma. Yes, people smearing Shokin took money from Burisma. I remember Democrats telling us Shokin was fired for refusing to investigate Burisma. Huh?
Okay, so he was fired. What happened to Burisma after Shokin was gone? The case was closed within months and Burisma paid a fine. Worked out great, the prosecutor hounding Burisma was gone and his replacement dropped it and the owner returned from his exile. Biden reportedly met with Burisma before this all went down, that meeting wasn't open. Did anyone ask Vindmann how he felt about that? I'd be interested to hear his views.
Ukraine interfered in our election, they brought down Manafort before the election. Trump wanted that investigated, he didn't want to give them $$$ if that election interference was not investigated. The fact Biden was in the middle is Biden's fault, not Trumps. It was Biden who was put in charge of Ukrainian policy while his son was taking bribes.
The Democrats lied to a Fisa court to spy on Trump and of course they used those lies to push a Trump-Putin conspiracy for which Trump was spied upon and investigated for 3 years. During that time Democrat senators told Ukraine they better help investigate Trump. Did you know that? How is that different from Trump telling Ukraine to investigate Biden's Burisma connection?

So which of the two was corrupt? The Democrats. The VP's son was bribed to ease Burisma's pain and thats what Joe did.

As DC Metropolitan Police Officer Michael Fanone lay on the ground at the US Capitol building, stunned and injured, he knew a group of rioters were stripping him of his gear. They grabbed spare ammunition, ripped the police radio off his chest and even stole his badge.
Then, Fanone, who had just been Tasered several times in the back of the neck, heard something chilling that made him go into survival mode.
"Some guys started getting a hold of my gun and they were screaming out, 'Kill him with his own gun,'" said Fanone, who's been a police officer for almost two decades.
Fanone, one of three officers who spoke with CNN, described his experience fighting a mob of President Donald Trump's supporters who'd invaded the Capitol in an insurrection unheard of in modern American history.
Federal officials have said the details of the violence that come out will be disturbing.
"People are going to be shocked by some of the egregious contact that happened in the Capitol," acting US Attorney Michael Sherwin said Tuesday in reference to attacks on police officers.
Fanone, a narcotics detective who works in plain clothes, heard the commotion at the Capitol and grabbed his still brand-new police uniform that had been hanging in his locker and put it on for the first time, he said. He raced to the building with his partner and helped officers who were being pushed back by rioters.

But Fanone, who said he'd rather be shot than be pulled into a crowd where he had no control, was suddenly in his biggest nightmare as an officer. And in those few moments, Fanone considered using deadly force. He thought about using his gun but knew that he didn't have enough fire power and he'd soon be overpowered again, except this time they would probably use his gun against him and they'd have all the reason to end his life.
"So, the other option I thought of was to try to appeal to somebody's humanity. And I just remember yelling out that I have kids. And it seemed to work," said the 40-year-old father of four.
A group within the rioters circled Fanone and protected him until help arrived, saving his life.
"Thank you, but f*** you for being there," Fanone said of the rioters who protected him in that moment.

Sullivan is the founder of Insurgence USA, a Utah group focused on police reform and racial justice that he started after the death of George Floyd. An online fundraiser says the group wants to build local power to enable the community to “intervene in violence enacted by the state and government vigilantes.”
However, he is not affiliated with Black Lives Matter Utah. Lex Scott, founder of BLM Utah, told The Tribune on Thursday that Sullivan has never been a member.
He should face the same charges as everybody else that was involved in the riot.
