Uranus and Venus in this regards are just the statistical oddballs in our solar system, as they were either hit by enough other rocks in the right angle/location to reverse their spin, or by a few really large ones that did so.
But there are also other theories that think that gravitational influence by other planets or moons may have been responsible for reversing the spin of the 2 planets.
Here is a page that mentions a few of the theories (including the one I brought forward, about the collisions):

the moon was hit by large objects during the late heavy bombardment, so was the Earth... Wouldn't these impacts disrupt the Earth-Moon system? Why didn't close flybys tug the Galilean moons off Jupiter's equatorial plane?

They just didn't hve such an impact that reversed earths spin or pushed moon away from earth (or let it plummet into earth).
Similarly the galilean moons are the results of such processes (although I suspect that the regular impact of larger objects stopped earlier in this case ... Jupiter, due to its huge mass / gravity is like a vacuum cleaner which, already early on, cleaned its orbital path and a large area surrounding it from all larger objects.Tamsin (Lost Girl): "I am the Harbinger of Death.
