      Still there, but less extreme.
You now also have civics which allow you to merge 2 (corps) or 3 (army) units of the same type (not totally dissimilar to the ability of the General in Civ 3, but IIRC the Corps/Army attacks as a whole, not like in Civ 3, where the army was just a container for the individual units)

Another interesting change was brought to the Mechanics of the Barbarians.
The barbarian camps now don't continuously spawn units from the beginning on.

Instead each camp sends out a lone scout (not very strong in combat, but damned fast)
As soon as a barbarian scout detects your borders (or that of an AI empire), he tries to quickly return to the camp that sent him and report the presence of the civ.
If successful, the barbarian camp will immediately go into alert modus and continuously produce combat unit after combatr unit and send them straight to the civilization it detected.

With other words, you now have a really huge interest in preventing that barbarian scouts detect your borders ... or, to prevent them from returning alive to their camp that sent them out

Does the AI use these civics or kill the barb scouts?

          Both
Fortunately ... sometimes when you cannot catch a barbarian scout with your own units, it can happen that he gets killed by units from an AI Civ before reaching his camp (did I mention that those barbarian scouts are quick as hell? )

So when the AI attacks you is it a cluster**** of units jamming the board in no order, or does it actually use tactics, with units used as they are designed to do in the proper situations?

Way fewer units (which, aside from corps and armies also has something to do with the simple fact that units are more excpensive now, so you don't possess such a cluster**** of units that congested the map as in V).
Generally speaking I would say that the AI can mount strong attacks, but still isn't very good in prolonged warfare ... i.e., if you have broken the AIs initial armies it will have difficulties in mounting a viable defense.

I should also add, however, that Civ VI melee combat doesn't necessarily result in a dead unit ... if differences in comnbat strength ae small and both have full health it usually just ends with both being wounded and one more than the other (which makes thos barbarian scouts even more annoying )
Also, combat strength gets lower with your health being reduced

Oh and the promotion system has expanded, so you can individualize your units with promotions more than before

I guess I may actually get it once it gets to the bargain bin. I can wait.

I'm sure there's still some more DLC to come before that will happen.

Actually, if anyone sees it on sale, I would appreciate if they let me know. I'd consider it if it was a decent price.

The good thing is that in Civ VI many things that, in Civ V, were only available as DLCs, are already in Vanilla.
                            Religion for example

                              Could be interesting!
