Btw. I don't deny that the soviet high command issued penalties for rappers.
But regarding rapers however AFAIK they only issued penalties, when the cases of rape and plunder took overhand.
Before that (especially in eastern prussia) IIRC some commanders even issued multiple days of free plunder and rape without punishment in conquered villages (something that was last time used during medieval times in civilized countries)
