Honestly, this is the best idea to reform out broken skilled worker visa program that I have seen. Back in the early 90's the H1B Visa program was introduced supposedly so that companies could get access to foreign highly skilled workers that they just couldn't find in the US. In reality, companies just used it to bring in millions of low paid virtual slaves ho they could threaten with deportation unless they put up with low wages and work weeks over 100 hours per week. Witness Disney laying off their entire American IT staff (average pay $68,000 a year) and replacing them with Indians for around $32,000.
By requiring all companies using H1B visa workers to pay a minimum of $100,000 per employee per year the abuse will instantly stop yet if a company really can't find a domestic worker with a specific skill they still can bring in a foreigner. It is a great reform idea given that abuse isn't just wide spread but the norm.
