It is a slur, and a derogatory label, that should not otherwise be used. However imposing correct forms of speech will not eliminate racism. I would like to broadly categorise racism into two categories:
- overt racism. This involves unambiguous insults and actual harm
- casual racism. No insults and no attempts to harm but persons are somehow excluded on the basis of race. An example of this is to toss out all job applications from members of a particular race. This does real harm as they don't get employed. There are no insults or other feedback. They send in their application and get no reply and they don't even know why they received no response. There was no observable discrimination and it would be extraordinarily difficult to prove racism occurred. All the hiring manager need say is that there were applications.
Overt racism can be, to a large extent, suppressed but that that does not address the casual racism which can make life very difficult for members of a particular race, or other group.
