The picture itself is a visual quip--a sort of visually sarcastic remark about America. In other words, a gag.

No, a gag involves humour in some form. That picture is what you might call an indictment. When you write off things that happened 40 years ago btw, you seem to forget that there's an awful lot of people alive today who were adults 40 years ago, and even more who were raised by them. Civil Rights didn't magically make people's racism disappear in a puff of happy smoke.

MRT, you took a 40 year old picture that has what honestly amounts to an ironic visual gag and threw it up in the year of our lord 2015 and said it symbolized America. I think that's a bit out there.

Replace that picture with a *drawing* of someone hitting a black dude with Old Glory and it'd be ridiculed as hyperbolic; the only reason this thing has any force is because it's a photograph and therefore literally happened, but the fact that it's from 40 years ago dilutes that tremendously.

You'd ridicule it as hyperbolic, but we both know you really don't like validating the premise that there might even be a slight bit of racism present among white people in America.
