I wouldn't count conservatism as dead in the US, look at the results of the last US election. I wouldn't celebrate total victory on the LGBT front, there's major push back in quite a number of states. I wouldn't consider national health a done deal, it's not inconceivable that it could smothered in its infancy after 2016. I still have a large number of uninsured patients. In this area local news and local gossip poisons people's minds about Affordable Care. When I suggest to uninsured patients that they could get their own insurance through an exchange most of them look at me like I just proposed Osama bin Laden for President."I say shoot'em all and let God sort it out in the end!

Pre-existing does not equal already happened. You can't get emergency room service and then buy insurance to pay for it. You could be bankrupt before you bought it.
But yes there are many that think the penalty should be higher. I think the 33-40% range would be better but I not sure how it would impact low income families that had issues getting assistance.It's almost as if all his overconfident, absolutist assertions were spoonfed to him by a trusted website or subreddit.
