But yes, I do agree that they won't get quite as conservative but you never know.
some start off as conservatives and age into liberals, like one veteran poster I see in this thread.

I wouldn't count conservatism as dead in the US, look at the results of the last US election. I wouldn't celebrate total victory on the LGBT front, there's major push back in quite a number of states. I wouldn't consider national health a done deal, it's not inconceivable that it could smothered in its infancy after 2016. I still have a large number of uninsured patients. In this area local news and local gossip poisons people's minds about Affordable Care. When I suggest to uninsured patients that they could get their own insurance through an exchange most of them look at me like I just proposed Osama bin Laden for President.

Why is the tax penalty for foregoing health coverage less than the premiums? How does that prevent individuals from taking advantage of the guaranteed coverage for pre-existing conditions to forego insurance until illness or injury?

Because it still works like that. People would rather pay more for something than pay less for nothing.

No one rational would. The tax penalty is approximately 1/10th of the premium. Unless the pre-existing condition guarantee is removed and assuming ACA healthcare is no less preferable than traditional healthcare, why would a rational consumer buy insurance? I genuinely do not understand why ACA was set up with such an obvious exploit, unless I am misunderstanding something.

It is a phase in measure. The penalties get progressively worse year after year.

Pre-existing does not equal already happened. You can't get emergency room service and then buy insurance to pay for it. You could be bankrupt before you bought it.

But yes there are many that think the penalty should be higher. I think the 33-40% range would be better but I not sure how it would impact low income families that had issues getting assistance.

Which explains all the holes in how it was originally written and how crazy some of the "compromises" were.
