Cheese dries out when exposed to air. It loses flavour and becomes hard and brittle. The larger the surface area / volume ratio, the faster this will happen. It happened while the cheese was being grated, through it's stint from factory to warehouse to store, and while it's sitting on the shelf (though on a much reduced rate, since it'll be packed in a modified atmosphere most probably), and then as soon as you open it.
Primarily though, the cheese they use to grate isn't exactly the best quality cheese.Indifference is Bliss

I doubt the "best quality cheese" could be determined to be the "best quality cheese" if you did blind taste tests.
It's similar to the issue of expensive wine, I suspect:
To us, it is the BEAST.

There very probably is lots of pre-grated cheese that is much better than some non-grated cheese. It's just that, in general, pre-grated cheese is made from the worst parts of the cheese rind (since the best parts can be sold for more money whole).
Sort of like minced meat vs. steak. There's all sorts of qualities for both, and indeed there's probably tons of minced meat that is better than a large percenage of steaks, but in general, steak meat will be better than comparable minced meat.Indifference is Bliss
