          Maybe he was commenting on the lack of concern for those who will be negatively affected. I hear this discussed in the media and nothing is mentioned about those innocent men who will be kicked out of college.

              It sure sounds like the law was written to apply to every single person in the state. Where do you get that it only applies at universities?

                The California bill is unique because it requires "an affirmative, conscious and voluntary agreement" before students have sex. The legislation also says a "lack of resistance or silence cannot be interpreted as a yes."
                If the measure passes, it would apply to California colleges and universities receiving state financial aid.
