What it definitely isn't is Israel trying to build support for another government or even its own. Israel couldn't care less who's running the damn place as long as nobody's shooting at its citizens.
Israel doesn't need to destroy every mortar and rocket. It could, but that's not necessary. It just has to destroy enough of them to keep things quiet for a while. That's what it did in 2009. It's not counter-insurgency and it's DEFINITELY not foreign internal defense. It's just crippling Hamas for a while until it's time to go back and do it again.
If Israel wanted to end this once and for all, it could do this by forcing an unconditional surrender with a real siege, the kind where not a single thing, no food or water or people moves across the siege line. That would do too much harm to the civilian population so it won't.
