I just don't understand how we can have small segments of the population who periodically massacre others for no reason or kidnap and rape small children and our answer is, "Guess we have to lock 'em up!"

I mean, I don't agree with it, but there's a pretty rational argument for locking up regular criminals--thieves, gang members, drunk drivers, etc. Deterrent could theoretically be useful there, because we're dealing with people who theoretically think about consequences. But the people who go on murderous rampages or who only derive pleasure from molesting children are not the type of people who are going to think, "Oops, what if I get caught?" Yes, lock them up, because they're obviously a danger to society, but in the meantime, let's try to figure out why the **** we have people who really want to do these things. Maybe it's something we can actually prevent rather than just shrug at.
