        As for relaxing involuntary commitment standards, it appears that the shooters YouTube videos so alarmed his family that they reported him to the police as a possible threat. The police weren't able to do anything about it.
        In his manifesto, which he called “My Twisted World: The Story of Elliot Rodger,” Mr. Rodger said of the visit by officers: “The police interrogated me outside for a few minutes, asking me if I had suicidal thoughts. I tactfully told them that it was all a misunderstanding, and they finally left. If they had demanded to search my room... That would have ended everything. For a few horrible seconds I thought it was all over. When they left, the biggest wave of relief swept over me.”

              One problem is that the US simply doesn't have the number of psychiatrists needed to staff the facilities of the added mental health beds. You can't force someone to go through a psychiatric residency in the hopes of getting paid a mere $80 / hour when he or she can go into radiology or dermatology and earn three times that amount.
