lol I love it. "They're not asking for volunteers, because too many good people leave." Yes. Competent people run from the organization screaming while those who remain are the ones who know they can't get a job in the civilian world. Promotion in the military is worse than the Peter Principle.
These officers are getting laid off. I'm not sad for all the soldiers who will have to find new jobs; I'm happy we no longer have need for such a big army.

The Marine Corps has something called 'career designation' (which replaced an older and similar policy called augmentation) by which, after 4 years on active duty company grade officers are assessed for retainment on active duty (all officers, unless they resign their commission, are reservists by default). Current career designation rates (for captains right now) are about 50%. That means half of all USMC captains hitting their four year mark this fiscal year will not be retained on active duty Marine Corps. Because reserve units have only so many allotted billets, many of these forced out captains can't even go into the reserves (plus the historical recent surge of reservist second lieutenants of which I am one of many hinders the opportunities of these captains since we lieutenants are contractually obligated to drill and must have billets allotted to us; funnily enough, we have primacy over captains).
This system ensures that only the highest performing half of company grade officers are retained on the active side. Granted, performance is primarily measured by fitness reports, which may not be an ideal method of assessment of performance. There is some concern that the current climate makes company grade officers too conservative and not willing to rock the boat for the betterment of the Marine Corps for fear of negative fitness reports and the resulting failure to be career designated. Nevertheless, the system does allow the Marine Corps to shed deadweight.
I do not know if the Army has a similar system but the drawdown is the time to introduce one.

That is why the lieutenant getting killed (or expecting to get killed, as in Forrest Gump) is such an overwhelmingly pervasive movie trope.
