So basically, a man was convicted, sentenced, and released on bail. Then they forgot to tell him to report to prison.

                          as others have pointed out, he didn't run away. someone made a mistake, he was never sent to prison and lived openly in society for 13 years. whose interests would be served by sending him to prison now?
