It's not a violation of international law to expel diplomats. They can choose someone else. And it's not like the UN does much of importance anyway. It's not actually a world government nor should it be so this isn't that big a deal. UN Resolutions are not worth the paper they're printed on; the actual usefulness of the UN is mostly as a forum for countries that officially don't talk to each other to talk to each other.
