The Marines could easily be made part of the Navy and thus "eliminate" that branch, but nothing would really change as far as mission is concerned. The Air Force could once again become the Army Air Corp again, but nothing would really change as far as mission is concerned. Hell...I doubt there would be much savings from the "elimination" of these two services. If you want to eliminate the mission of these services, then you are talking fundamental changes in the role of the U.S. in the world. You better consider who will fill that gap, and someone certainly will, before you go off and make those kind of changes.
