Ken is right, but for the wrong reason. All the departments in my county have a policy in place requiring officers to be tazed in order to carry one (and all departments now require all officers to carry the tazer) not to know how painful it is, but to know what it feels like and how they react to it just in case it gets used on them or they accidently get hit by a prong while trying to subdue a suspect. Its the same thing with pepper spray.
