The only ones known to have used polonium for wet operations is Russia, so Russia's SSB or more likely a client security service like Syria would have to be high on the list.Any views I may express here are personal and certainly do not in any way reflect the views of my employer. The Israeli's are way too smart to use something traceable and although they had a lot grudges and offed a lot of radical PLO leaders, those directly involved in terrorism, I can't see what they had to gain. Arafat was a moderate in his later years, someone Israel could work with and who could carry other Palestinians. Famously an Israeli sniper had a headshot sight picture on Arafat when he fled Beirut but the shot was turned down by Tel Aviv.
