The Israeli's are way too smart to use something traceable and although they had a lot grudges and offed a lot of radical PLO leaders, those directly involved in terrorism, I can't see what they had to gain. Arafat was a moderate in his later years, someone Israel could work with and who could carry other Palestinians. Famously an Israeli sniper had a headshot sight picture on Arafat when he fled Beirut but the shot was turned down by Tel Aviv.
