              Well if the rebels use up all the anti-tank missiles on government tanks, there won't be many tanks or anti-tank missiles left will there? Seems to me the capabilities would be reduced in two ways.

                    If the bombing was indiscriminate, how could it have collateral damage? Also who exactly is it you suspect would be engaging in this indiscriminate bombing?

                      Indiscriminate bombing pretty much by its nature will have collateral damage, if by collateral damage we're using the standard definition of hitting things you weren't interested in destroying.
