Why? Its not like even the ones built in the 70's and 80's were designed with decomissioning in mind. Sure the utilities charged the consumer to fund the decomissioning trust funds, but in all liklihood the decision to decomission and return to green field state is extremely unlikely. Take as an example Indian Point, they worked it so that the unit 1 reactor circa 1950's is still on site by building additional unit 2 and 3, despite having not generated a kilwatt of power in over 30+ years.
Recent decisions to shutter San Onofre, Ca. and Crystal River, Fl plant are that they are leaving them fuel empty but potentially viable (San Onofre moreso than Crystal River) in the event that the NRC compliance/economics of restart becomes attractive.
San Onofre Nuclear Generating station (SONGS) ran into problems after a steam generator replacement. Mistubishi supplier of SG's had issues such that tube ruptures occurred allowing primary side reactor coolant to leak into the secondary steam generating side (and thus allowed radiation emission to the environment). SONGS fixed the issue that Mitsubishi had but was prevented from demonstrating they had a fix for the issue to the NRC's satisfaction. Thus they made the decision to shutter the plant.
Crystal River fubared their containment at one of their outages. Big repair required.

San Onofre only had a problem because SDG&E got cheap with the replacement parts and tried to use a part which wasn't part of the original design plan. Not surprisingly the cheap part didn't last any where close to as long as it should have and then when the California Consumer Rate Commission told SDG&E/Sempra that they had to pay for the fix themselves without increasing utility rates as it was entirely their fault... Well, that's when Sempra's bosses decided to shut the thing rather than fix what they broke by being cheap. Frankly, they should have been forced to fix it.

Because no one makes the original design steam generators any more. Hence you have them built by the only people in the world that can make reliable nuclear grade steel pressure vessels, the Japanese (i.e Mitsubishi) and further you specify they are to be built to the exact code and standards of the plant design. Its not a matter of cheapness its a matter of the Japanese being the only game in town.

What you neglect to state is that the SONGS site did fix it but were prevented from demonstrating that the plant operable at power. In the meanwhile SONGs continues their suit against Mitsubishi.
