Around me, they could get here that fast. But it's random. At any given point, I suspect a patrol car is no less than a mile away. I don't think they'd take longer than 5 minutes.
When I was around 11 or 12, my sister and I were ****ing around with the phones. In the process, 911 got dialed. We hung up. They got here very quickly. My parents were pissed.
Maybe live in a civilized place and not in some cornpone, dueling banjos, piece of crap area? That's the only advice I could offer.To us, it is the BEAST.Comment

What does a 30 second 911 response mean? 911 answers your call in 30 seconds; 911 takes 30 seconds to send police officers (ie, 30 secs after your call is dialed, someone's in a car); it takes 30 seconds to arrive at your door from when 911 call is dialed; or it takes 30 seconds after the 911 operator determines you need help to get there?
The third (the most stringent) seems impossible. It usually takes 30 seconds to figure out what you need. The first is trivial. The second is probably reasonable. The last is possible in cities some of the time I suspect (where officers roam the streets); I've never called 911 but certainly imagine there's a police officer within 30 seconds of my house at least half of the time.<Reverend> IRC is just multiplayer notepad.

Certainly if they took 5 minutes I'd be shocked. Ambulances in cities are stationed all over the place; firefighters are usually the first responders for medical emergencies, there usually within a minute or two except in extreme cases of address confusion.
