The phrase "no more exclusion based on pre-existing conditions" is a bit vague though. Is it "exclusion" to charge someone extra? Community rating is different from guaranteed issue (ie. banning exclusion based on pre-existing conditions). The former prevents insurers from charging higher premiums for a person based on pre-existing conditions (and many or all demographic characteristics), while the latter prevents insurers from refusing to cover patients with expensive pre-existing conditions altogether.

Largely irrelevant, as your article goes on to explain, as UHG has a very small presence in CA's individual market. Kaiser, Anthem, and Blue Shield have almost 90% of the market share of individual policies.
