I would have seen the festival more as a money making venture hired a few illegals and driven up in a Taco truck.

Which is exactly how Winnipeg handles it - same sort of event, same day, every type of chip, taco, burger, shawarma, vegan, sausage and smokehouse truck had 'em surrounded, killing them slowly with coronary disease, and at a profit.
