I don't know how you get colour into the garden in Canada with the climate you have, it's bit grey on grey currently, any shrubs you can buy, like perennials? I was thinking camelias, a splash of colour in spring, or something similar too.

And the treatment. I'd agree that concrete would be a better idea though.
Chain link is easy to get plants into, like ivies and other such climbing/creeping vines, although for best/quickest results you need to actively 'thread' it through the links as it grows. Don't know with the climate there if it's feasible (and how much work you're willing to put into it).Indifference is Bliss

I don't think I've ever seen a residential concrete fence here. 95% of the time it's pressure-treated wood, the other 5% it's chainlink.
Most peoples' decks are also pressure-treated wood or cedar. Mine isn't - it's a Duradeck (aluminum & vinyl) which last pretty much forever.
