Premiums will go up for some people as other people take cheaper Obamacare options. Ultimately though the old or premium policies should get better and cost less as the companies try and attract or retain policy holders. Also as more people take up insurance, as they must under Obamacare I believe, the costs should come down overall because there are more people paying in. But this will take time.
This is how it worked in Australia, which also has a mixed public/private system. The private companies have to work harder and offer a better product. The obvious route to fix this problem would be to raise the penalty so that it was no longer cheaper to forgo insurance, but the Supreme Court decision that declared that the penalty was really a tax (in order to give Congress sufficient constitutional authority to implement the individual mandate) probably limits the efficacy of that option.

You are both right I think. The history of these things in other western countries is the "mandate" cost as you call it will go up.
