The good news is most of the terrorists are actually foreigners from north Africa or the middle east so they should be able to be spotted compared to the black people who are native to the area. The harder ones to spot will be the desert people related to berbers. Tuareg. They only make up ~5% of the population according to wiki but the eastern portion of the northern half of the country is mostly desert with only a few Tuareg wandering around.
