I'll pass; I doubt their ability to world build as well as Bethesda, and especially Obsidian. Wasn't that impressed with the first installment to begin with.

Guynemer, there's no level up system and the combat is a hell of a lot better than in Fallout 3.
What do you consider a 'level up system'?
There's a skill tree with specialties like Skyrim's; Heron for speed, Shark for raw power, and Spider for stealth:

It's a whole different game. The only thing the 3 Far Cry's have in common is they're all partially in the jungles. The first Far Cry was a linear shooter with aliens and mutant powers
Far Cry 3 has that skill tree, crafting, drug (potion) making, etc. Like Skyrim, you hunt animals and pick flowers for ingredients and craft materials.

I absolutely loved Crysis and Far Cry 2. Far Cry 1 was good except for the fact that it was way too hard. I didn't like Crysis 2. I have pre-ordered Far Cry 3.
The first Far Cry was "linear" I guess, in the same way that Crysis was linear. It wasn't like Call of Duty where you're locked into a tunnel. The thing I really really love about these games is the fact that you have some actual freedom of movement and can approach encounters from multiple directions. There are now sawtooth features preventing rearward progress and they don't try to limit you to the tiny area the artists have actually crafted. There are wide open environments for you to use or not use.
There's different aspects to linearity. For one, there's story linearity and while I could be wrong since I didn't play it, I don't believe Far Cry 1 had anything but one storyline with one ending.
Even Black Ops 2 has 3 different endings depending on what you do in the campaign plus additional changes that don't change the ending cinematics but are still different outcomes (like the fates of the characters and the USS Obama)

I didn't play BLOPS 1 or 2 because I've hated pretty much every CoD game I've played. They lock you into a tiny little corridor and you must complete each encounter exactly as intended. It's boring. Crysis spoiled me for shooters because of its openness.
As for story, I don't care about that. I especially don't care about its linearity. I kind of liked being able to do things in whatever order in Far Cry 2, but what I liked more was the fact that I had all sorts of options in getting places. I liked the fact that on the harder difficulties I was spending most of my time navigating, figuring out how to get around checkpoints without engaging the enemy, and finding the path of least resistance to the actual mission. The fact that in Far Cry 2 the missions all consisted of blow up some valuable fixed object, blow up some truck convoy driving in circles, or assassinate some random dude didn't really matter. Far Cry 2 for me was about getting in and out of the AO on each mission.

Black Ops II has added strike force missions where you control a team of soldiers and drones in overhead (and you can jump into any at will) to achieve an objective.
Also, the main game is still mostly linear but they did open up the maps a bit. You can take different routes in most of them. For example, one mission where you escort Noriega through war-torn Panama, there's different routes you can take through the city. Ultimately, you're still getting from point A to B and fighting your way through, although you can chose to use drones or run and gun, etc.
Yes, there's the USS Obama. Depending on the choices you make and what you're able to accomplish in previous missions, the ship may get destroyed (you can fail some objectives now).

Between the much improved campaign and the Tranzit mode, I have to give Treyarch a lot of credit. I feel like Battlefield is going backwards (BF3's campaign screamed COD: MW so much that I can't even remember what the difference was between it and MW3) while the Black Ops series, at least, is getting more creative.
Might not be open enough for you to warrant a buy but it's definitely an improved iteration.

To be fair, I've seen a lot of people online (including the Zero Punctuation guy) criticize Black Ops II for it's allegedly incredibly right-wing and colonialist bias. Certain things like the portrayal of Jonas Savimbi and the fact that the villain Menendez is a victim of American involvement in Nicaragua and has a goal to unite the Third World and first world poor against capitalist, American, and Chinese oppression seem to demonstrate this perception. Menendez and his Cordis Dei are terrorists and **** YEAH AMERICA kicks his ass (in only 1 of the 3 endings; the others are far more damning for America).
Also, aside from Admiral Briggs, it does seem like the only trust-worthy people in the game are the American whites (and a Yemeni). It's a Call of Duty plot so betrayals and double agents abound.
But back to Far Cry 3...
