From what I've read (cf, http://whatever.scalzi.com/2012/11/1...nd-franchises/ ), Schnatter wasn't specifically calling to limit his employees' hours, but stating that some franchises likely _would_ as a result of the change. Yeah, it's like driving through small towns in Wisconsin and going past the local pizza hut and seeing a sign in the window proclaiming it voted the best pizza in town.

Papa Johns, like Dominoes, has its place. It is inexpensive and fast. Some people prefer those to 'taste'.
