Okay I see what they're saying about balance now with the tech tree. They don't want to hand out more tech tree research stuff because if you fall behind in tech then you're liable to lose, since as soon as the aliens get a really sizeable advantage over you and kill your dudes it can be very difficult to recover.
That said, I think there's a pretty simple way of expanding the tech tree without causing problems. Simply make it so that you don't research the entire tech tree in one game. Have different options. Make the player specialize into a particular set of techs that suit his playstyle and the way he's leveled his men. Like sniper rifles with a minimum range but higher damage for players with squadsight, and sniper rifles that have no aim penalty in snapshot for players with snapshot. Or machine guns that do some AoE and increased cover destruction at large expense to damage output.

I think you're describing a fairly thorough revamping of the entire tech tree. Plus, it's actually incredibly difficult to balance a tech tree that allows significant diversity in choices (ie, to choose not to research an entire branch); see: Civ. One of the single hardest parts of Civ is getting it so people want to research all of the techs (or close enough) rather than beelining or entirely ignoring some techs, without putting too many artificial blocks in place that annoy the player. Otherwise by having techs that suit a certain playstyle, you end up encouraging a certain playstyle to the point of nearly requiring it, which is very much a no-no.<Reverend> IRC is just multiplayer notepad.

My "Team Lazarus" just completed its Ironman Classic playthrough. I finally rebuilt a full colonel team. Two of my team--my crit assault specialist and my secondary psi assault both got killed by reaction shots by the Elite Mutons in the final room before my heavy blew the everloving **** out of their cover, a wounded ethereal killed one of them to replenish its health, and then my sniper killed it with a reaction shot. My heavy then moved up and finished the remaining muton with his grenade, and my speedy medic ran into cover and got a line of sight on the Uber-Ethereal, while my Gollop assault ran for cover on the other end. Mayhem suppression fire from my heavy and a rift from Gollop set it up for a headshot from my sniper, taking him down to ten health. He then mind controlled my medic (thank god), leaving him another Mayhem/sniper combo away from death, and ultimately, a very unlikely victory. Only my sniper and heavy escaped with their lives, but Earth was saved.

Won my first Council escort mission (I'd won bomb disposal before, but no escorts or retrievals). Lost my two best guys in the process - both by Thin Men who survived multiple reaction shots after dropping into place behind my guy. The second really pissed me off, because it was probably a bug; the Thin Man was on top of the roof of the building I was in, and nobody outside could see him to kill him. When he took his reaction shot against my guys, he was shown lying down. Somehow I don't think that's intended...<Reverend> IRC is just multiplayer notepad.
