If the farmers bought the quotas from the government, then they should be reimbursed when the quota regime ends. If the quotas were given out for free, then stripping them without compensation is perfectly reasonable, whether or not they have value now. The fact that quotas are an asset is a terrible reason to keep them. They are nothing more than an economic rent.

Most quota now would have been bought from previous owners. The system goes back a long ways (as far back as the 30's in some cases).

The problem with simply cutting it is that the cost of buying quota would be close to if not over half the capital cost of setting up. It's a huge chunk of the value of the operation and would be extremely disruptive to simply toss.

Yes, it is a rent, but it is also a large part of the value of a dairy or chicken farm. Having otherwise stable farms going under when loans are called would not be good.

The ones who get it given to them will do well. It's the guys who buy quota from them and then have it taken away who would be getting ****ed.
