Some 16 year olds can drive and some can't.
In this jurisdiction you can't legally drive until you are 16. Perhaps we should do it on a one by one basis but things get complicated that way."I have never killed a man, but I have read many obituaries with great pleasure." - Clarence Darrow

That argument could of course go both ways - "Yes he's 19 but he's a young 19...""I have never killed a man, but I have read many obituaries with great pleasure." - Clarence Darrow

The problem is the US is actively going against a policy they and other nations have been trying to further, particularly with the use of child soldiers in african conflict states. You can't lecture them on use/treatment of children when you won't make the distinction yourself."I have never killed a man, but I have read many obituaries with great pleasure." - Clarence Darrow
