Giving parents a choice over schools does not defeat any purpose of the government paying for schools. On the other hand, it may fail the purpose of the government mandating education, but that is an issue of accreditation period, not whether vouchers can be used there.

By scrimping and saving, my lower-middle class parents sent me to parochial schools -- where I learned about things like math and evolution. Because in the 60s, evolution and Catholic creation doctrine were not considered to be mutually exclusive, or even especially at odds with each other.
