            No, I believe it was 1910. It's true that an employer could not decree the death of an employee before that date, but corporal punishment was allowed and should the old butler not survive the whipping, well, until 1910 that was too bad. The employer would not be held criminally culpable provided that he did not chose a means of punishment obviously lethal, like hanging or beheading, and did not openly decree the death of the employee. The law passed by the Duma made employers criminally liable if an employe died as the result of corporal punishment. IIRC there was a case treid under the law before the empire came to its timely demise, but the judge threw the case out because he was appointed by the Tsar and, in his opinion, not obliged to uphold laws passed by (the riff-raff of) the Duma.

                    I think the point he's trying to make is that the rich-poor divide in Russia before 1910 was almost as bad as the white-black divide in the US before 1964

                    Depends on what you consider to be worse: an expensive dangerous drug, or an inexpensive extremely dangerous drug. The second one will probably kill you a lot quicker, but you're also less likely to commit any assaults or murders in the meantime.

                    Ideally the heroin addicts would be able to kick their addictions, but I've met enough heroin addicts to know that this is a pipe dream. The ones who do best are the ones on Buprenorphine, which most can't afford.

                        it can be helpful for an addict to smoke weed while coming off heroin, and it does make it slightly easier. however the addict actually has to want to quit and be committed to doing that. simply giving someone weed with a stern warning to stay away from heroin isn't going to work.

                              You'd figure people would see that their fingers were rotting and falling off or that their nose was rotting and falling off and then they'd stop but I guess not.
