There is quite a ****storm going on in here, lately. There is a ****load of honest to god refugees running away from war areas, and there is a ****load of people just using the opportunity to get themselves into a first-world country. This, combined with a wave of rape and sexual assault perpetrated by foreigners - several high profile, brutal cases in the last couple of weeks - has created a seriously xenophobic sentiment, especially from people of lower economic status, which see the demographics of their neighborhoods change.
In a clear proof that Israel is a model western-style democracy, we see the usual spectrum of hand-wringing and whining from the entire political spectrum - each segment using it to promote their own agenda, and a complete lack of coherent plan that will combine long-term vision, security and humanitarian values.
The sad thing is that it's not even that hard to conceptualize and implement... :/

I think Az provides a good analysis (for the most part).
I already pointed out one nit-pic.
A second would be "wave of rape and sexual assault perpetrated by foreigners" as I've seen stats that seem to disprove that. A sensational headline or two does not make a "wave".

It's not a 'jobs' issue, as most crime isn't even property-related. Israel doesn't have a mechanism for handling people from 3rd world countries.

b) establish a quota of refugees which would be similar to other countries quotas in terms of our economic development and that would reflect our commitment to helping our people around the world.
c) create a mechanism for active assistance so as to ameliorate the problems of the people in their countries of origin so as to prevent the need for them to arrive here.
d) create a mechanism for having the refugees accustomed to the norms of our society and spread them around the countries - preventing them from congregating into ghettos.
e) Strictly enforce the law with regards to all parties involved - Israelis, refugees, illegal immigrants, people who give illegal immigrants jobs, people who deny refugees minimal wage - EVERYONE.
Basically what's needed is a policy, and its implementation. Without it, problems arise, naturally.
Most people don't know this, but Israel is very lax with regards to laws - a relic of a nicer era, perhaps, but definetly unsuitable for our modern society.

Sorry, I'm not convinced by your headline anecdotes. Do you have some stats that can back up this "wave" assertion?
It's not a 'jobs' issue, as most crime isn't even property-related. Israel doesn't have a mechanism for handling people from 3rd world countries.
If they can't work and can't get government assistance, how exactly are they expected to live?
a) Separate the refugees from the job-seekers. This is the number one problem - Many of the people arriving aren't refugees, and they honestly have no business being here. Unlike European countries which are suffering from a demographic problem - we are far away from that.
