You're now the second person to confuse a definitional problem with a measurement one. There is no issue with measuring the 99th percentile internationally. The problem (which I correctly anticipated) is that the extant measures cannot be applied to the international population blindly (nor across eras). Thus, a statement that denies a patently obvious tautology.
