              Without a doubt, yes. 97% of all bills and appointments have been filibustered by Republicans including bills Republicans campaigned on and said they supported. Obama has done everything short of bending over and letting them **** him in the ass to try to get them to work with him yet he's gotten nothing. The few appointments he's some how got them to actually give votes on pass 95 votes to 5 or greater, so it's not like those appointments were ever controversial, yet they have blocked them for 3.5 years anyway.
