 I can't believe you're so woefully ignorant. I'm referring to The Balfour Proclamation,a document promising to give the Jewish people their own state in Palestine, published by the British government during WW 1 two decades before the Holocaust. It was a cynical political act. The British government was certainly aware that the area was already inhabited, yet they went ahead and promised to give away someone else's land in the hopes of inspiring German Jews to work against the Kaiser's government. It didn't work but after the war Jewish organisations held the British government to the promise.  He's a field grade officer who was caught on camera committing assault. I'm not sure what could justify his actions or how they are excusable, especially given his station.
